Ghana Government Under The ‘GHANA BUS COMPANY’ Administration Is 'Insane' - KSM

Ghanaian ace comedian and talk show host Kwaku Sintim-Misa popularly known as KSM writes again. In a facebook post this late afternoon, he has indicated that the Government of Ghana under whichever administration operate(d)s on shaky grounds. He likened any of the administrations that had been in power, is in power and will be in power to "Ghana Bus Company". He further stated that "Ghana Bus Company" has over bloated and under-productive staff that consumes over 60% of government revenue in salaries....

Last time I talked about GLOBALIZATION and how it has rendered us useless. I mentioned that I was going to be doing some thinking and come back with some issues to look at. Well let me say this is not the complete comeback, it is a part of it but not the full thing I am still working on.

I have just been trying to wrap my head around our challenges to find out if I can think up solutions for us to discuss. After all "unless you have the correct diagnoses, you will never find the right solution." Part of the problem we have as a nation is that we have been applying solutions to situations we have not properly diagnosed. As you know if the diagnoses is flawed the treatment won't work. If we have been wondering why IMF proscriptions for "treatment" have not worked so far, it is because the diagnoses is flawed.

Folks, it is important to get the fundamentals right. If the basics are not sound it's just like having a faulty foundation. If the foundation is weak, how can you build a strong structure on it? In my humble opinion, the Government as a whole is on a shaky foundation. I want to clarify here that when I use government, I am talking about the GOVERNMENT OF GHANA.

I don't believe there is anything like the NDC government, the NPP government or the CPP Government. I believe there is only one government and it is the Government of Ghana. What we have is the Government of Ghana under an NDC administration, or the Government of Ghana under an NPP administration. The Administration may change but the Government remains the Government of Ghana, Whatever agreements or contracts an administration signs are done in the name of the Government of Ghana.

That is why when an administration reneges on a contract or abrogates an agreement carried out by the previous administration, the GOVERNMENT OF GHANA is sued and judgement debts are leveled against it. One can argue that it was a different administration, but is LEGALLY seen as the same government of Ghana, NO MATTER the administration.

It is on this basis that I say that no matter what administration IS IN POWER, they operate on shaky grounds. I want to illustrate this in what I call THE GHANA BUS LTD. I am going to use a simple analogy to explain this; Let us imagine, the government of Ghana as a BUS COMPANY.

The company has 10 buses. To operate the 10 buses, the company has hired 50 drivers. The 50 drivers have 75 supervisors. The seventy-five supervisors operate under 24 managers, the managers report to 18 senior managers. These 18 special managers are under 6 deputy Senior managers and finally the 6 Senior managers report to the General Manager, who responds to a 12 member Board of Directors. This is the profile of the GHANA BUS COMPANY.

Hmmm. Is there something wrong with this picture? It's quite laughable as a matter of fact. NO SANE business person will run his or her company this way, it doesn't make sense. But that is how Ghana BUS COMPANY runs. LOL!!

Imagine it, all the revenue generated by the 10 buses goes to paying salaries for the over bloated staff. By the time salaries are paid, there is no money to invest in the buses. That means no adequate servicing, no parts and the buses start suffering wear and tear. Before you know it, two of the buses break down and the revenue from the 8 buses cannot even pay salaries. When that happens the BUS COMPANY goes for a loan to pay the salaries. The worst part is when the workers start agitations for pay increases and management has to find money.

This country under whichever administration is saddled with an OVER BLOATED and under-productive civil and public service that consumes over 60% of government revenue in salaries. How sustainable is this and how far till the breaking point? What will it take for serious reform and how long? Or not to worry because we can borrow?

My analogy may look overly simplified and slightly exaggerated but that is the real deal on the ground, If anyone has a better analogy feel free to share it,

I want you to compare this with my thoughts on the effects of Globalization on us, and you will start seeing the true picture I am painting. This is a part of the diagnoses. By the time we are done, the truth will come out and maybe the floor will be open for possible treatments! The floor is already open for more attempts at diagnosing the problem, sorry I mean the challenge.
